A tax on bycatch would cut down waste

As everyone knows our king salmon runs on the Kenai have been getting worse for years and most of the businesses and fishermen have suffered because of it. No one knows for sure why this has happened but a lot of fingers have been pointed at the catcher/processors. Perhaps if they have more incentive to not catch kings they will work out a solution to prevent it.

Flooding should be blamed on someone, shouldn?t it?
