Everybody makes mistakes; time to fix this one

Regarding Anadromus Stream Ordinance 2011-12: We all make mistakes. Obviously Ordinance 2011-12 was a "perfect storm" of mistakes. Perhaps most Assembly members made the same mistake - believing that they could pass an Ordinance with enough over-reach to turn upside-down the concept of private ownership. Possibly some Assembly members erred by misunderstanding the serious extent of, or ramifications of, attempts to fund and enforce 2011-12.
